More foreign workers may be attracted to Canada's workforce and the country as a whole now that Open Work Permits (OWPs) are available to the wives and dependent children of certain closed Work Permits holders. Spouses of international students, permanent residents, and Canadian citizens have always been eligible to be sponsored by their spouses for an Open Work Permit (OWP), but the Temporary Foreign Workers Permit (TFWP) expansion of this eligibility to spouses of current Work Permit holders demonstrates Canada's eagerness to welcome even more immigrants.
In light of this policy shift, IRCC anticipates obtaining over 200,000 new work permit applications from the relatives of current work visa holders.
Foreign nationals can get either:
Closed Work Permit; this limits them to work for a single company within a particular place.
Open Work Permit; this allows them to work in Canada for any employer, regardless of where they are located.
The most significant benefit of open work permits is the flexibility they provide in terms of where, with whom, and what you can work. When applying for an open work permit in Canada, applicants are not required to meet all of the strict criteria that are normally involved with such a license. An open work permit means you can apply for one without a job offer or a favourable LMIA.
This scheme is meant to be a short-term, two-year solution, and its rollout is scheduled to begin in January 2023.
As part of Canada's efforts to boost its economy, the federal government has proposed three phases of the Temporary Foreign Worker Program (TFWP):
Phase 1: High-wage stream; for spouses of higher paid workers in the TFWP who hold a work permit
Phase 2: Provinces and territories stream; for spouses of lower wage workers within the TFWP
Phase 3: Families of agriculture workers; this phase would specifically deal with families of seasonal agricultural workers.
In spite of IRCC's eagerness to adopt these reforms to promote economic recovery, these dates should be considered placeholders at this time. According to Minister Fraser's assessment, most of Stages 2 and 3 will still require development in conjunction with provinces and companies.
